I. A New Journey Initiated by the Youth Entrepreneurship EventOn April 27th, the "Caishi Reception Room" Private Entrepreneurs Symposium (Youth Entrepreneurship Special Session), jointly hosted by the Ma'anshan Municipal Bureau of Industry and Information Technology and the Communist Youth League Municipal Committee, was held at the Municipal Conference Center. As the first linkage between the "Caishi Reception Room" and the "Youth Entrepreneurship Reception Room", this event attracted 8 young entrepreneur representatives from fields such as new energy, intelligent manufacturing, and the digital economy. Zhou Haisheng, the post-90s vice president of FOSAN Technology Group, was invited to attend and shared the company's development experience on topics such as technological innovation and talent cultivation.

II. Government-Enterprise Collaboration to Solve the Pain Points of Youth Entrepreneurship
As a characteristic brand of enterprise service in Ma'anshan City, the "Caishi Reception Room" has held several special events since its establishment. Through forms such as "Entrepreneur Salons" and "Industry Chain Business Conferences", it has built a communication bridge between the government and enterprises. This youth entrepreneurship special session focuses on the group of young entrepreneurs, aiming to accurately solve common problems such as difficulties in financing, tight land use, and shortage of talents. Yuan Fang, the Secretary of the Municipal Party Committee, emphasized at the meeting that it is necessary to build a "business-friendly government", ensuring that young entrepreneurs are not disturbed when there is no need and their requests are met when they arise, and providing young talents with a "quality life and development space", and fully supporting the growth of enterprises.
In his speech, Zhou Haisheng pointed out that young entrepreneurs should not only "look up at the stars" but also "keep their feet on the ground". Taking FOSAN Technology as an example, he shared the company's development process after relocating from Guangdong to Zhengpugang New Area in Ma'anshan: "We introduced a technical team from around the world and built a digital workshop in Ma'anshan. Through an annual R&D investment of 5% - 8%, we have improved the accuracy of chip resistors from five thousandths to one ten-thousandth, and our products are exported to more than 10 countries such as South Korea and Brazil." It is reported that FOSAN Technology currently has a monthly production capacity of over 25 billion resistors, ranking among the top three in the domestic market share, and its automotive-grade resistors have passed the certification of international automobile companies.

III. Digital Transformation Leads Industrial Upgrading
As the "industrial rice" of the electronics industry, resistor components are widely used in fields such as new energy vehicles and photovoltaics. Zhou Haisheng mainly introduced the "intelligent manufacturing" practice of FOSAN Technology at the symposium: "We invested 50 million yuan to upgrade the production line. With the help of intelligent equipment, the 500 employees in the whole factory have increased their efficiency by 30% compared to the traditional mode." He suggested that the government increase its support for the digital transformation of small and medium-sized enterprises and promote the popularization and application of digital tools such as the "Lingyang Platform".
Regarding the challenge of attracting and cultivating young talents, Zhou Haisheng proposed a new idea of "integration of industry and education": "We have jointly established a laboratory with Anhui University of Technology to train semiconductor technical talents in a targeted manner. We hope that the government can take the lead in establishing a 'talent enclave' to attract the flexible flow of high-end talents in the Yangtze River Delta region." This suggestion echoes Ma'anshan City's "Longma" talent policy. According to the plan, the city will provide high-end talents with a settlement subsidy of up to 1 million yuan and build 50 business incubation bases.

IV. Policy Empowerment Activates the Innovative Vitality of YouthDuring the free exchange session, Zhou Haisheng discussed issues such as land use approval, factory building construction, and the education of employees' children. Yuan Fang on-site instructed relevant departments to establish a "task list" and required the implementation of "closed-loop management" for the demands of enterprises.
"Ma'anshan is building a 'youth development-oriented city'. We will continue to optimize the business environment, enabling young entrepreneurs to realize their dreams in this hot land." Yuan Fang said in his concluding speech that in the future, through the regular mechanism of the "Youth Entrepreneurship Reception Room", focusing on emerging fields such as the digital economy and green and low-carbon industries, full-cycle services such as policy promotion, capital docking, and technology transfer will be provided for young entrepreneurs.
This event marks a new stage of government-enterprise collaborative innovation in Ma'anshan City. As a representative of young entrepreneurs, Zhou Haisheng said in an interview after the meeting: "Taking this symposium as an opportunity, FOSAN Technology will accelerate the localization substitution of automotive-grade resistors, striving to achieve an output value of 500 million yuan in 2025, and contributing youthful strength to building Ma'anshan into the 'heart of the cabbage' in the Yangtze River Delta region."
