During the 2025 National Two Sessions, the electronic components industry, as the foundation of strategic emerging industries, has received extensive attention. Proposals from numerous deputies have pointed out new directions for the development of the electronics industry, bringing both opportunities and challenges.

"Although the components industry has achieved remarkable results in some fields, there is still a certain gap between China's high-end basic components and international advanced levels," said Guo Zeyi, Deputy to the National People's Congress and Secretary of the Party Committee & Chairman of AVIC Optronics. The gaps are mainly manifested in insufficient independent innovation capabilities of enterprises, inadequate investment in basic research, shortage of high-end talents, and insufficient collaborative innovation in the industrial chain, which severely restrict the development of China's components industry.
To this end, he proposed promoting the formulation of a long-term development plan for the high-end components industry at the national level, clearly defining the domestication path of electronic equipment in the industrial chain, and coordinating the acceleration of selection and application of domestic mid-to-high-end components by domestic electronic equipment manufacturers. Meanwhile, policy support such as fiscal and tax incentives and financial subsidies should be provided for key technologies of high-end components and their promotion and application.
In addition, Deputy Guo Zeyi also proposed promoting the establishment and improvement of the operation guarantee mechanism for high-end components technological innovation platforms, and building a cross-industry industry-university-research-application collaborative innovation system for basic components. This proposal is of great significance, indicating that under the promotion of policies, electronic components enterprises will obtain more opportunities to carry out in-depth cooperation with scientific research institutions and universities. In the past, restricted by their own resources and capabilities, enterprises often faced difficulties in breaking through technical bottlenecks in the process of technological R&D. Now, through the industry-university-research-application collaborative innovation system, enterprises can effectively integrate resources from all parties to achieve complementary advantages.
These series of policy orientations are of great significance to the electronics industry. As an enterprise deeply engaged in the electronic components field, FOSAN Technology focuses on the R&D, manufacturing, and sales services of electronic components. It currently has 4 major manufacturing bases, with "FOSAN Resistors" (passive components) and "Fuxin Semiconductor" (active components) as its core businesses, creating a full-range, high-quality product service matrix covering chip resistors, alloy resistors, MOSFETs, diodes, transistors, capacitors, etc. Products are widely used in new energy vehicles, industrial control, consumer electronics, home appliances, medical care, lighting, security, communications and other fields.

Adhering to investing 5%-8% of its revenue in R&D every year, FOSAN Technology has achieved a huge leap in the precision of chip resistors from 0.5% to 0.1% through continuous R&D investment, with products successfully exported to more than 10 countries including South Korea and Brazil. At present, FOSAN Technology has a monthly production capacity of over 25 billion resistors, ranking among the top three in domestic market share. Its automotive-grade resistors have also passed international automobile manufacturer certifications, deeply integrated into high-end application fields such as new energy vehicles. Now, under the encouragement of policies, we plan to further increase R&D investment, making technological innovation deeply align with industrial needs, responding to national strategic calls with core strengths, and striving to break through technical bottlenecks to achieve new breakthroughs in technological innovation.
It can be seen from these Two Sessions proposals that the electronic components industry is ushering in a period of policy dividends. Policies continue to make efforts in encouraging innovation, promoting industrial chain collaboration, and increasing talent cultivation. Standing at the critical node of building new productive forces, FOSAN Technology will take the Two Sessions policies as a guide, actively utilize policy support, increase R&D investment, deepen industry-university-research cooperation, and enhance its own strength. As Deputy Guo Zeyi said, only by transforming policy dividends into innovation momentum can "small resistors" support a "large ecosystem", gain the initiative in global electronic components competition, and achieve new leaps.
