MIIT's Latest Deployment! Accelerated Formulation of Steady Growth Action Plan for Electronic Information Manufacturing
2025-06-14

The first quarter of 2025 has seen a brilliant report card for the electronic information industry, with policy tailwinds injecting strong momentum into the sector! On April 18, the Ministry of Industry and Information Technology (MIIT) revealed at a press conference of the State Council Information Office that it will accelerate the formulation and release of a new round of Steady Growth Action Plan for Electronic Information Manufacturing, continuing to drive industrial upgrading through the dual engines of technological innovation and application traction. As an important participant in the electronics industry, FOSAN Technology takes you through the latest industry trends and opportunity directions.

Core Data Interpretation: Remarkable Industrial Growth Momentum

In the first quarter, the added value of above-scale computer, communications, and other electronic equipment manufacturing increased by 11.5% year on year, 5 percentage points higher than the 同期 (same period) industrial added value growth rate; from January to February, the revenue of software and information technology services reached 1,896.5 billion yuan, up 9.9% year on year, with total profits increasing by 10.7% simultaneously, demonstrating the strong resilience of the electronic information industry.

Driven by both policies and technologies, the consumer market has heated up: policies expanding new purchase subsidies continue to release dividends, and innovative products such as AI terminals have ignited consumption enthusiasm. In the first quarter, the output of electronic computer 整机 (complete machines) was 85.322 million units (+9.6% year on year), and the total shipment of televisions was 8.84 million units (+4.7% year on year, two consecutive quarters of positive growth); from January to February, the shipment of 5G mobile phones was 41.619 million units (+7.6% year on year), among which domestic brands accounted for 85%, highlighting the competitiveness of local brands. The upstream industrial chain has also benefited, with the output of integrated circuits and optoelectronic devices increasing by 6% and 3.5% year on year in the first quarter, further consolidating the pattern of collaborative industrial development.

Parallel Advancement of Industrial Investment and Ecological Construction

Localities are seizing the policy opportunities of "two key areas" and "two new sectors". Major projects such as integrated circuits and new displays in Shanghai, Guangdong, and other regions are advancing steadily, driving the fixed asset investment in electronic equipment manufacturing to increase by 10.5% year on year in the first quarter, 6.3 percentage points higher than the national fixed asset investment growth rate, indicating continuous 升温 (warming) of capital confidence in industrial prospects.

The construction of software ecosystems has made breakthrough progress: more than 10 provinces and cities across the country have innovated open-source support policies. The ecological boundaries of OpenHarmony continue to expand, with over 70 community co-construction units. A series of products such as "MineHong", "PowerHong", "MobileHong", and "PoliceHong" have been implemented, with the number of equipped devices exceeding 1 billion, building an IoT digital foundation in energy, finance, medical care, and other fields; the cumulative installed capacity of the openEuler system has exceeded 10 million. Chinese open-source models represented by DeepSeek have achieved full-chain open-sourcing, promoting developers to transform from technical "consumers" to "co-creators", opening up new prospects for AI commercialization.

Policy Outlook: New Round of Steady Growth Plan Ready to Launch

MIIT has clarified that the next step will focus on three directions:

  1. Strengthen the supply of high-quality software and hardware, and accelerate technological research;

  2. Promote typical applications of consumer electronics, encourage more APPs to be listed on the HarmonyOS AppGallery, and enhance user experience;

  3. Deepen the co-construction of open-source ecosystems, encourage the industry to embrace open-source in an inclusive manner, and build a mutually beneficial industrial ecosystem.
